ISO is an option on your camera that is the film speed, its how your camera reacts to the light. The higher your ISO is the less light is need to make it bright or exposed. The lower your ISO the lower the sensitivity to the light. When I used the flash it made the subject brighter but it also made the lights in the picture dull, but using ISO not only gives the picture light to see your subject it makes the lights bright and exposed. Each time the ISO is changed the results of the picture is changed. ISO 50 brought out the christmas lights but the subject was not clearly seen. Making the ISO higher it brought out the subject and the light. Then using the highest ISO , ISO 5000, it brought out the subject with plenty of light, but it also made the picture grainy. This is one thing you have to becareful using fast ISO because the higher the ISO the more grainy a picture can get. Although, I would rather change the ISO instead of using flash because it uses natural light.
